CIC was established in 1990 by Takechi Manabu and Lynne E. Riggs as an offshoot of the Center for Social Science Communication, founded in 1970 by Kano Tsutomu, editor of The Japan Interpreter (published 1970-1980). CIC is custodian to the main reference library compiled by the staff of TJI, as well as back number stock of the journal (some full sets are available). See the Japan Interpreter part of this site. CIC was also heir to some of the clientele of CSSC and carried on its translation tradition and spirit.

人文社会科学翻訳センターは1990年11月に、それまで15年のあいだ(株)社会科学翻訳センター(代表 鹿野力)において和英翻訳・英文校閲を受け持つかたわら英文雑誌The Japan Interpreterの編集部で翻訳・校閲を担当してきた武智学(たけち・まなぶ)とリン・リッグス(Lynne E. Riggs) によって設立されました。リン・リッグスは1997年4月より2009年3月まで、学術雑誌Monumenta Nipponica(上智大学)のマネジング・エディターも兼務していました。

High-quality Japanese-to-English translation cannot be achieved without combining what most think of as "translation" and "editing." A Japanese text must be rendered into English words, but the English words must be crafted–edited–into well-written sentences, paragraphs, and so on, giving priority to the reading audience. CIC translation, then, represents the combination of these two processes, performed together and interchangeably. The meaning and intent of the Japanese text must be accurately reflected, but must take a natural English form of expression appropriate to fulfillment of the purpose for which it is translated.
CIC pursues a thorough understanding of the original text and flexible adjustment of its expression to suit the character of English and communication with the English reader. Because of the widely divergent character of writing in Japanese and English, "translation," therefore, can sometimes involve considerable adjustments of content (some information may need to be added), order, and mode of expression.


The CIC tradition of translation is based on close collaboration between native English-speaking and native Japanese-speaking translators and editors. High quality is sought by combining skills, background knowledge, and cross-checking. A higher-quality product can be attained through the back-and-forth process of testing skills between these two perspectives.
